Planetary Leadership (PL)

The “Planetary Leadership” is the central executive body of the World Parliament in this model and represents humanity as a whole both internally and externally. It is democratically legitimised and integrated into the parliamentary structure, meaning that it does not constitute a superior power, but is part of a controlled system of separation of powers and cooperation.

Its main task is to implement the decisions of the World Parliament, coordinate the parliamentary process and ensure the functioning of the system as a whole. In doing so, it assumes a moderating and balancing role and acts according to the principle of listening, weighing up options and targeted intervention.

Within the parliamentary procedure, the Planetary Leadership has specific instruments at its disposal, in particular the PL vote (‘Golden Ladle’) and the split vote, with which it can steer, deepen or expand legislative proposals within the chamber system. These tools are not intended for the exercise of power, but for the structuring and quality assurance of decision-making processes.

At the same time, it holds a simple voting right and can bring about a decision in the event of a tied vote. In exceptional cases, it also assumes an emergency function when Parliament is unable to act, thereby ensuring the continuity of political leadership.

Beyond its intra-parliamentary role, the Planetary Leadership represents humanity at a global level and – within the framework of the model – also at a potentially interplanetary level. It thus acts as the collective voice of planetary civilisation, particularly in situations where a unified, coordinated position is required.

PL Vote – The Golden Trowl

The PL vote, symbolised by the ‘Golden Trowel’, is a key instrument of the ‘Planetary Leadership’ for steering legislative proposals within the parliamentary system.

With the PL vote, a legislative proposal can be:

  • referred to the plenary assembly or 
     
  • assigned to a chamber with specialist responsibility for further deliberation and decision-making.

The aim of this instrument is to improve the quality of decision-making and to ensure that legislative proposals are dealt with in the appropriate context.

The PL vote is used in particular in the following situations:

  • in cases of ongoing controversy or deadlocked decision-making processes, 
  • when no agreement can be reached within a committee, 
  • on issues requiring the specific perspectives of certain groups or specialist fields, 
  • or when a legislative proposal has been introduced within an inappropriate parliamentary framework.

Legislative initiatives generally arise where they find resonance. There is no mandatory assignment to specific chambers. However, the PL vote makes it possible to subsequently transfer such proposals to the appropriate structure.

The ‘Golden Trowel’ symbolises the targeted passing on of a bill within the system – comparable to the transfer of a decision-making impulse to the relevant level of authority.

Split vote

The split vote is a special procedure whereby a bill can only be passed if both the Plenary Assembly and a specific competent chamber – such as the Council of Nations – each approve it by a majority.

This dual approval ensures that both the broad democratic legitimacy of the Plenary Assembly and the technical or structural perspective of the respective chamber are incorporated into the decision.

The split vote thus serves to strike a balance between general, non-specialised mandates and the specific competences of individual chambers.

Symbolically, this procedure is represented by the ‘Golden Bucket’, which – in conjunction with the ‘Golden Trowel’ of the PL vote – stands for the merging and consolidation of decision-making processes.
